Global educational trends have introduced new paradigms into the learning ecosystem. Mexico remains a country of contrasts. Public expenditure on education from primary to tertiary levels currently stands at around 4.3% of GDP, below the OECD average of 4.7%, which limits the capacity to close long-standing gaps in access and quality.

Learning outcomes also reflect these tensions. In the latest PISA 2022 assessment, Mexican 15-year-olds scored below the OECD average in mathematics, reading, and science, with relatively few students reaching top performance levels and a high share struggling to achieve basic proficiency.

Persistent issues include uneven enrollment and completion rates, regional and socio-economic disparities, tensions with teachers’ unions, and elevated dropout rates, particularly at the upper secondary level.

At the same time, demand for higher-quality and more internationally oriented education is rising. According to recent UNESCO data, more than 34,000 Mexican students were enrolled in higher education abroad in 2023, and this outbound mobility continues to grow as more families seek global academic experiences and bilingual or international credentials.
